USA-ADL™ — The Governance Control Plane for Agentic AI

USA-ADL™ (Uranusys Secure AI Agent Development Lifecycle) is a governance and lifecycle framework for the secure design, development, deployment, and operation of AI agents. It defines how AI agents are authorized, constrained, audited, monitored, and decommissioned across their lifecycle, independent of tools, models, or vendors.

USA-ADL™ serves as the mandatory governance baseline for all Uranusys AI Agents and is designed to support enterprise adoption of trustworthy, standards-aligned agentic AI, including alignment with ISO/IEC 42001.

Introducing USA-ADL™ — The Governance Control Plane for Agentic AI

Agentic AI systems are moving rapidly from experimentation to real-world deployment.

As autonomy increases, so does the need for governance, control, and accountability.

Most innovation today focuses on smarter agents, better tools, and improved adaptation techniques.

What’s missing is a governance and lifecycle control plane for agentic AI.

USA-ADL™ (Uranusys Secure AI Agent Development Lifecycle) is a governance and lifecycle framework designed to address this gap.

USA-ADL :

As agentic AI moves from demos to production, governance is no longer optional.

It is the foundation for trust, scale, and enterprise adoption.

Everyone is building smarter agents.

Uranusys is building the governance layer that makes agentic AI deployable in the real world.

USA-ADL™ Governance Overlay:

Adaptation determines how agentic AI systems learn. USA-ADL governs when, how, and under what authority that learning occurs in production.

From Governance to Lifecycle Execution

USA-ADL™ governs agentic AI at two levels:

  • a governance control plane that defines authority, policy enforcement, and auditability in production, and
  • a lifecycle execution model that operationalizes those governance decisions across design, deployment, and runtime.

The seven phases below execute governance requirements throughout the AI agent lifecycle.

A governance and lifecycle framework treating AI agents as non-human identities with explicit ownership, authorization boundaries, and audit responsibility.

USA-ADL™ Openness & Interoperability Statement

Uranusys believes that trust in agentic AI depends on openness, interoperability, and auditable lifecycle governance. For this reason, USA-ADL™ is published openly to enable shared understanding, standards alignment, and broad enterprise adoption.

While the framework principles, lifecycle structure, and governance objectives are openly available, the implementation methodologies, assessment models, tooling, and certification programs remain proprietary to Uranusys LLC.

USA-ADL™ is designed to complement emerging industry initiatives, including ISO/IEC 42001 and open agentic AI standards, while enabling organizations to operationalize secure and trustworthy AI agents at scale.

USA-ADL™ is governed and maintained by Uranusys LLC.

Nothing in this statement grants the right to represent USA-ADL™ as a certified or endorsed implementation without explicit authorization from Uranusys LLC.

ISO/IEC 42001 Alignment & FAQ

USA-ADL™ v1.0 is designed to align with ISO/IEC 42001 expectations for AI management systems, particularly in AI lifecycle governance, risk management, human oversight, and monitoring. Organizational policies and certification steps sit on top of this lifecycle, using it as the technical and operational backbone.
